Four New Sectors in the CES Comparison: B2B, Digital Economy and Publishers – 0 of 269 CERTIFIED

Thesis  The market has learned to meet GDPR requirements. It has not learned to be visible to AI agents. B2B e-commerce and publishers send not a single AI-readiness signal – even though their business models depend on discoverability.

On June 17 and 18, 2026, CERTavia scanned three new benchmark lists: B2B-ECOMMERCE30 (29 domains), BVDW100 (100 domains) and DACH-PUBLISHER40 (40 domains). Together with the already published ECOM100-DE scan from June 17, this yields 269 newly analyzed domains. The result: 0 of 269 CERTIFIED.

The four sectors compared

All four lists capture different segments of the German and DACH-wide digital economy. The BVDW members represent the organized digital economy. The publisher list covers high-reach DACH media companies. The two e-commerce lists separate B2C from B2B retailers.

Cluster profile: the pattern behind the scores

The overall scores are low. More revealing is the view of the six clusters. They show where the gaps lie and whether the patterns are sector-specific or structural.

The most striking finding: Cluster A = 0

Two of the four sectors score exactly 0.0 points in Cluster A: B2B-ECOMMERCE30 and DACH-PUBLISHER40. This means: not a single domain in these sectors has robots.txt entries with AI directives or structured data explicitly addressing AI agents.

What Cluster A measures: AI visibility signals for autonomous agents. Robots.txt extensions for large language models (e.g. GPTBot, CCBot, Perplexity), structured metadata for agentic discovery, and machine-readable trust signals.

B2B retailers and media companies send not a single one of these signals. To AI agents, they are technically invisible – even though their business models depend on discoverability. B2B portals are used by AI systems for supplier research. Publisher content is processed by LLMs as training and retrieval data. None of them actively steers this process.

DACH-PUBLISHER40: lowest CES of all sectors scanned

With an average value of 15.0, DACH-PUBLISHER40 ranks below all sectors scanned so far – including KRITIS (13.6 in the Enterprise Benchmark). Particularly notable: Cluster D, the only cluster with consistently high values across all other sectors, is at just 64.6 here. The market average for Cluster D has never previously fallen below 69.

Media companies have structurally different priorities than industrial companies. Data protection and legal compliance (Cluster B and C) sit in the mid range. Infrastructure robustness and AI governance (Cluster A and F) are absent.

BVDW100: strongest Cluster D, but no difference in AI signals

The 100 BVDW member domains achieve the highest Cluster D value of all four new lists: 83.7. For context: this puts the digital economy above DAX-40 (71) and at the level of the BaFin-regulated financial sector.

Cluster A stands at 18.8 – nearly identical to ECOM100-DE (19.3). The companies that define digital standards for the industry barely differ from the e-commerce average in AI readiness. Cluster F (AI governance hard gate) is at 5.8 – meaning not a single BVDW member has a documented AI governance policy that meets the hard-gate requirements.

B2B-ECOMMERCE30: missing infrastructure, strong compliance

The smallest list, with 29 domains, shows the most striking cluster profile. Cluster A = 0.0, but Cluster E (agentic readiness) is at 19.0 – significantly above the market average of the other lists. Cluster B and C also sit in the upper range.

The profile suggests B2B companies that take compliance requirements seriously in operations but have not yet addressed the new layer of AI visibility. Cluster A is not a compliance obligation that is on their radar – not yet.

The pattern across all ten sectors

CERTavia has now scanned ten benchmark lists totaling 607 domains. The finding from the DACH Enterprise Benchmark of June 2026 is confirmed in the new sectors as well:

Cluster D works because GDPR compliance has been required and audited for years. Cluster A and F remain structurally low because AI visibility and AI governance are not yet a regulatory obligation that companies know from existing compliance processes.

That is changing with the EU AI Act. AI systems must demonstrate machine-readable transparency and provenance under Art. 50. For systems that use web data as input sources, the AI visibility of the data providers is part of this transparency. Domains without a Cluster A signal cannot be classified as trustworthy by these systems.
